Once derided as an ineffective talking shop, the Community of Democracies is emerging as an operational hub of democracy assistance, a Washington meeting heard last Thursday. The value of any organization is measured by its delivery of “tangible, real world results,” said Samantha Power, a special assistant to President Barack Obama. The CD is changing from a mere “gathering of democracies to a platform for getting things done,” she told a forum at the Carnegie Endowment for International Peace. The community’s shift “from the aspirational to the operational” is evident in the Democracy Partnership Challenge for assisting transitions, the Open Government Partnership and the Defending Civil Society initiative.
